What is wrong with Perth?

I am a tourist here from the US. After 7pm the city is devoid of people. Is Perth shutting down and going to be the next ghost town or has it always been this way? Is it the economic recession? Everything seems to be very expensive here so I don't think it is that! Does anyone know why Perth is so lifeless?
