Why does the British accent sound so pompous and sarcastic to my American ears?

There are dozens of UK accents, not everyone talks like Hugh Grant or on another level Bob Hoskins ' cockney', personally I hear so many American accents on tv and have done for nearly 60 years, we used to get Jack Benny & Lucielle Ball around 1952, that I don't really notice cos its been there all the time.
